Hyderabad, December 23: Chief Minister A Revanth Reddy stressed that the goals set by the state government in the Telangana Rising 2047 Vision document will be achieved only when all the departments work efficiently in a coordinated manner. The Chief Minister ordered the authorities to start work to implement every aspect of the vision and dispel the misconception that the vision is not a mere for publicity.
The officials of all departments were instructed to prepare an action plan to execute the development programmes I.

CM Revanth Reddy noted that “The People’s Government achieved desirable results and also formulated some plans in the last 2 years”. Since there were no specific policies in the past, the Chief Minister said that the government introduced policies to strengthen Energy, Education, Irrigation and Health sectors and implemented the same. The CM reminded that the Telangana Rising 2047 Vision document has been released because the state needs a future plan along with policies.
The Chief Minister also warned the officials to improve their performance in the discharge of duties or face strict action. The government will review the performance of all Secretaries who should also submit a monthly report on their performance to Chief Secretary K Ramakrishna Rao every month. The Chief Minister also announced that he will review Secretaries performance every 3 months and directed IAS officers to visit the field every 10 days to personally inspect the progress of the works at the ground level. The CM emphasized that all senior officials of all departments must work with accountability.

The Chief Minister opined that the desired results would not be achieved without coordination between the departments. The CM asserted that a special mechanism should be established to ensure coordination between departments.
The CM instructed all principal secretaries, secretaries, and senior officials of all departments to move forward with a specific action plan for the implementation of the Telangana Rising Vision. The Chief Minister CM held a meeting with Special Chief Secretaries, CMO officials, Principal Secretaries and Secretaries of all departments for more than 3 hours in the Secretariat on Tuesday.
Speaking at the meeting, the Chief Minister said that approximately 10 lakh employees are working in government departments and affiliate wings across the state on regular, contract, and outsourcing bases. The CM instructed the officials to provide complete details of the employees to the Chief Secretary by January 26. CM Revanth Reddy ordered the top officials of the respective departments to verify whether outsourcing employees are receiving their salaries and EPF benefits. The CM cautioned that the officials would be fully responsible in maintaining the accuracy of the employee data.
The Chief Minister also instructed the authorities government offices in Hyderabad and across the state should no longer be located in rented buildings. All the government offices in rented buildings should be vacated and moved to available government buildings by January 26. If vacant buildings are not available, the CM said that officials should identify available vacant plots of land and prepare estimates for the construction of their own buildings on these vacant plots. This process should be completed within the stipulated deadline. The officials were also ordered to submit an immediate report on whether the 113 municipal offices in the state have their own buildings and where they are currently located in rented buildings. New buildings should be constructed in urban areas so that offices providing services to the public are easily accessible to everyone. The CM suggested that the buildings of other departments should also be utilised. Plans should be prepared immediately to ensure that all government BC, SC, ST, and Minority hostels, as well as Anganwadi centers, currently operating in rented buildings, along with municipal offices, have their own buildings. The State Government would sanction necessary funds for this purpose.

Reviewing the centrally sponsored schemes, the CM said that all departments should make full use of the funds under Central Government Sponsored Schemes (CSS). The state government is contributing 40 percent and 60 per cent funds by the central government . It is possible to secure nearly ₹3,000 crore through these schemes and instructed all departments to immediately prepare proposals and hold consultations with the concerned central government departments. The CM directed the Finance Department to release the necessary state share of funds for the CSS schemes promptly. All approvals required from the central government and matters pending with the central government concerning various departments should be made available online regularly, and their progress should be reviewed every week.
The Chief Minister set a deadline of January 31 for all government departments to implement the e-filing system. The CM directed that all work should be done online and stop carrying files physically.

CM Revanth Reddy also instructed all departments to prepare a dashboard for the implementation of programs under their respective jurisdictions and suggested that the dashboards be linked to the Chief Secretary’s and CMO dashboards. The CM stated that this would simplify the monitoring of all departments and improve performance.
CM Revanth Reddy also reviewed pouring investments in the state and instructed the officials and assessed how many works grounded with monthly reports. dedicated officers for land acquisition and allocation necessary for industries will be appointed.
The CM instructed officials to take special measures for the development of government schools in the Core urban area. Plans should be prepared to increase enrollment rates in government schools and provide facilities on par with corporate institutions including transportation, breakfast, and mid-day meals.

The Chief Minister ordered that all government medical colleges in the state should develop teaching hospitals to provide quality medical services. Sanath Nagar, Kothapet, Alwal TIMS hospitals, Warangal super speciality hospitals and the new Osmania hospital should be equipped with all facilities to provide better medical care to the public, similar to NIMS. The CM also suggested linking the medical college hospitals to Aarogyasri and CMRF schemes. Incentives should be given to the doctors and staff for providing services like surgeries and specialized services.
